Signing for the Package
1. After the seller ships the goods as agreed, the recipient is obligated to accept the delivery in a timely manner. The recipient may sign for the goods in person or authorize another person to sign for them on their behalf; a signature by the authorized representative shall be deemed equivalent to a signature by the recipient.
2. If a consumer provides only a delivery address but does not specify a recipient, or if the recipient information provided is too general, and the goods are signed for at that address, such signature shall be deemed to have been made by the consumer personally.
Inspection of Goods
1. When the recipient signs for the goods, they should inspect them.
2. With regard to matters concerning the outward appearance of the goods, the recipient shall inspect the goods upon signing for them. As used in this section, “outward appearance” refers to the ability to determine with the naked eye that the surface condition of the received goods is in good condition and consistent with the online description; the scope of such determination includes, but is not limited to, the shape, size, quantity, and weight of the goods.
3. If the recipient discovers any discrepancies in the appearance of the item upon delivery, they have the right to refuse to accept it. The seller should contact the consumer promptly after the item is refused to resolve the issue.
4. For items that must be signed for before the packaging is opened and inspected, the recipient should request that the carrier supervise the opening of the package on the spot. If any discrepancies are found upon visual inspection, the recipient should note the details on the delivery receipt (both the recipient’s copy and the carrier’s copy) and have the carrier sign to confirm, or return the item directly.
5. If the recipient refuses to sign for the merchandise without a valid reason, the consumer is responsible for the shipping costs.
6. If the recipient refuses to accept the merchandise, the seller must promptly contact the carrier to retrieve it. Any additional shipping costs, storage fees, or other expenses incurred due to the seller’s failure to retrieve the merchandise shall be borne by the seller.
